The MOEDIM (Appointed Times) belong to YHVH (GOD). He scattered them throughout the Torah and the Prophets. The starting point is Vayikra 23 (Leviticus 23).
However, the instructions to the MOEDIM require that they are pieced together from various places in Scripture to form an entire picture. We are not to desecrate them and are required to keep them Holy.
